Five AI Growth Zones have now been designated across Great Britain, and they come up in almost every conversation I have about UK hiring. Operators want to know whether the zones will change where they build. Contractors want to know when the labour demand lands. Engineers want to know whether a career in data centers now means a move to the North East, South Wales or Lanarkshire rather than the M4 corridor.
A great deal has been written about the zones and most of it is either a government press release or a reaction to one. What I have tried to do here is set out what an AI Growth Zone is, what has been consented and built in each of the five so far, what the latest evidence says about delivery, and what all of that means if you hire for data centers or work in them. I have named the source for every figure so you can check it, and the full list is at the end.
What an AI Growth Zone is and what the designation gives a site
An AI Growth Zone is a location designated by the UK government to speed up the building of AI data centers, by coordinating support on planning, grid connection and local economic benefit. The idea was announced in the AI Opportunities Action Plan in January 2025, and the government set out the detail in a policy paper called Delivering AI Growth Zones in November 2025. Sites are expected to show they can support at least 500MW of AI infrastructure.
The programme attracted more than 200 expressions of interest from local authorities and landowners between February and April 2025. The government then ran a formal qualifying process and named the zones one at a time over the following year.
What designation gives a site, according to the November 2025 paper, comes in five parts.
- Planning. The government has updated the National Planning Policy Framework, is preparing a national policy statement for the sector, and has funded a national team of planning specialists with £4.5 million. Since January 2026, developers of the largest schemes can also opt into the Nationally Significant Infrastructure Projects regime, with a stated aim of bringing consent times down from around eighteen months to twelve.
- Grid connection. A Connections Accelerator Service gives zone projects engineering support, and there are mechanisms to reallocate and reserve grid capacity. The AI Energy Council, which first met in April 2025 and brings together the energy secretary, the minister responsible for AI, the National Energy System Operator, Ofgem and the large technology firms, oversees this work.
- Electricity pricing. From April 2027, data centers in locations that benefit the network will receive a discount on electricity costs. The paper gives figures of up to £24 per MWh in Scotland, £16 per MWh in Cumbria and £14 per MWh in the North East.
- Local funding. Each zone receives up to £5 million to support AI adoption and skills locally, and the host local authority keeps all of the growth in business rates from the zone for 25 years.
- Skills. The zones sit alongside the £187 million TechFirst programme, which funds school outreach, undergraduate scholarships, doctoral grants and local technology jobs.
One point is worth being precise about. Designation is not planning permission. DataVita, the developer behind the Lanarkshire zone, says plainly in its own guidance that every part of the development still needs consent through the normal planning process. The zone changes the support a project receives, not the need to secure approval.
The government's own targets for the programme
The Delivering AI Growth Zones paper talks about creating more than ten thousand jobs and enabling up to £100 billion of additional investment, with the £100 billion based on an estimate that the reforms could enable around 4GW of capacity. The AI Opportunities Action Plan progress report in January 2026 put the first four zones at £28.2 billion of investment and more than 15,000 jobs, and said the government intends to designate a small number of additional zones. The wider aim reported by the trade press is 6GW of AI-ready capacity by 2030. Those are the numbers the zones will be judged against.
Where the UK's AI Growth Zones are and what is happening in each
Five zones have been named so far. I have set out the announced investment, the projects with consent and the job figures each one claims, because the differences between them matter more than the headline programme.
Culham AI Growth Zone in Oxfordshire
Culham was the first zone, announced in January 2025 alongside the Action Plan. The site is the UK Atomic Energy Authority campus in South Oxfordshire, and the plan is a data center starting at 100MW and scaling to 500MW, developed by a private partner chosen through an expression of interest process that UKAEA runs under its Strategic Investment and Development for Energy and AI programme. At the time of writing no development partner had been publicly named and the scheme has yet to enter planning.
Freedom of information data analysed by the property data firm Search Acumen, and reported by Data Centre Review in August 2026, found that the planning authority covering Culham granted one relevant permission in 2025, compared with five in 2024 and eight in 2023. Culham is the zone with the strongest research base and the least construction activity.
North East AI Growth Zone at Blyth and Cobalt Park
The North East zone was announced in September 2025 and covers two sites. Cobalt Park in North Tyneside already hosts the Stellium campus, operational since 2016 and the landing point for transatlantic and Nordic subsea cables. Cambois, on the former Blyth power station site in Northumberland, is where QTS, owned by Blackstone, is building a campus of ten buildings at 72MW each, a total of 720MW across 540,000 square metres, with up to £10 billion of investment.
Cambois is the most advanced construction project in any of the five zones. Outline permission was granted in March 2025, enabling works were approved in August 2025, and Northumberland County Council issued reserved matters approval for the first phase in December 2025. Construction of phase one is due to start in 2026, with the first buildings opening in 2028 and the full campus complete by 2035. Blackstone's own figures are 1,200 long-term construction roles over several years, hundreds of permanent operational jobs and up to 2,700 further jobs in the wider area. The zone announcement talked of £30 billion of potential investment and more than 5,000 jobs.
The zone also carried the announcement of Stargate UK, a partnership between Nscale, OpenAI and Nvidia to place up to 8,000 GPUs at Cobalt Park in early 2026 with the potential to scale to around 31,000. OpenAI paused that project in April 2026, citing UK regulation and energy costs, and has said it will return when the conditions allow longer-term infrastructure investment. The FOI data shows North Tyneside granted ten relevant permissions in 2025, up from four in 2024, though much of that activity came before designation.
North Wales AI Growth Zone at Anglesey and Trawsfynydd
Announced on 13 November 2025, the North Wales zone straddles the Menai Strait, with Prosperity Parc on Anglesey and the former nuclear power station site at Trawsfynydd in Gwynedd. Prosperity Parc has outline permission from 2025 for around 238,000 square metres of data center space alongside a 349MW battery storage facility, with a stated value of around £1 billion. The consortium is led by Stena Line with Isle of Anglesey County Council and Bangor University.
The zone's long-term power story is nuclear. The government confirmed the UK's first small modular reactor project at Wylfa on the same day, with three reactors planned initially and grid supply expected from the mid-2030s. The zone itself is projected to create 3,450 jobs, with a further 3,000 at peak construction of the reactors. No data center plans have yet been published for Trawsfynydd.
South Wales AI Growth Zone from Newport to Bridgend
The South Wales zone was announced in November 2025 with a headline of £10 billion of investment and at least 5,000 jobs over the next decade. It is built around Vantage Data Centers, which operates the CWL1 campus in Newport on a rare 400kV grid connection, has approval from the Vale of Glamorgan for a 148MW campus at Bro Tathan valued at £285 million, and holds outline approval for a campus on the 158-acre former Ford engine plant at Bridgend, with ten main buildings and three substations planned. Vantage describes a multi-billion pound strategy to deliver more than 1GW of AI-ready capacity across the three sites.
This is the zone with the most commercial momentum. Microsoft's £400 million data center at Imperial Park in Newport is under construction and due to complete in January 2027. In August 2026 the AI cloud provider Nebius took capacity at CWL1, the first announced commercial commitment inside the South Wales zone, as part of around £1.7 billion of committed UK build-out it announced in June.
Lanarkshire AI Growth Zone in Scotland
Lanarkshire was designated in early 2026 and is the only zone led by an existing Scottish operator. DataVita has run its DV1 facility at Chapelhall since 2016, at 24MW with expansion to 40MW planned, and has detailed approval for a £320 million second facility on the adjacent brownfield site. The zone plan combines 500MW of data center capacity, more than 1GW of private-wire renewable generation from wind, solar and battery storage, and an AI Innovation Park where Dell has taken a base. DataVita and the US AI cloud provider CoreWeave have committed £1.5 billion, within around £8.2 billion of projected private investment.
The claimed job total is around 3,400 across construction, operations and the supply chain, with local salaries projected to exceed £900 million over the first five years of operation, and a community fund of up to £543 million over 15 years. In August 2026 the project secured £300 million of financing, with a £202 million guarantee from the National Wealth Fund, and DataVita expects the first new facility to complete in 2026. Scotland also carries the largest electricity discount under the April 2027 scheme, at up to £24 per MWh.
What the AI Growth Zones have delivered so far and what is slowing them down
Twenty months after the first designation, the picture is mixed, and the mixed picture is what matters for planning your hiring.
On the positive side, Cambois has moved from outline permission to enabling works to a reserved matters approval inside nine months, which is quick for a scheme of that size. Vantage has secured approvals at Bro Tathan and Bridgend and signed a tenant. DataVita has closed its financing. Microsoft is building in Newport regardless of the zone. These are real projects with real procurement schedules.
Against that, the Search Acumen analysis found no general acceleration in planning activity across the zones, and its managing director Andrew Lloyd concluded that anyone relying on zone status to de-risk a site or speed up consent would find no reassurance in the data. Barbour ABI's August 2026 review counted around 140 proposed UK data centers seeking roughly 50GW of grid connections, with some projects quoted waits of up to fifteen years. OpenAI's pause of Stargate UK was a public signal that UK energy prices remain a problem for the largest investors.
The programme also lost its home department in July 2026. The Department for Science, Innovation and Technology, which ran the zones, was abolished on 20 July when the new government merged it into the Department for Business, Innovation, Science and Trade and moved AI policy into the Cabinet Office. Kanishka Narayan was appointed as the first cabinet-attending Minister for Artificial Intelligence across both, and the government has said it remains committed to the zones, but by the end of July the trade press was reporting that no department had formally taken ownership of the programme. The All-Party Parliamentary Group for Data Centres has opened an inquiry into whether UK policy supports the sector's growth, with written evidence due by 25 September 2026 and recommendations expected in December.
Data centers have been classed as Critical National Infrastructure since September 2024, so the sector has protections that do not depend on any single department. But if you are timing a recruitment campaign against a zone milestone, watch the developer's consent and financing dates rather than the ministerial announcements.
How many data center jobs the AI Growth Zones will create
Add up the zone announcements and you get more than 5,000 jobs in the North East, 3,450 in North Wales, at least 5,000 in South Wales and around 3,400 in Lanarkshire, with Culham still to publish a figure. The government's January 2026 progress report put the first four zones at more than 15,000 jobs. Those totals cover construction, operations and the wider supply chain, and the split between them is where an employer or a candidate should focus.
Construction carries most of the headcount. Blackstone's figures for Cambois are the clearest example, with 1,200 long-term construction roles against hundreds of permanent operational positions for a 720MW campus. That ratio is normal. A data center campus employs thousands of people while it is being built and commissioned, and a much smaller, highly skilled team once it is running.
How small that permanent team is has become a live argument. In September 2026 the think tank Verdant published analysis of twenty planned UK data centers and concluded that new facilities will support around 1.2 permanent operational jobs per megawatt, against the 8.5 jobs per megawatt that techUK's projections assumed. On Verdant's numbers, the whole UK pipeline delivers around 10,400 permanent operational jobs by 2035, compared with techUK's forecast of 40,200. techUK has responded that its figures were built transparently from the best available industry data and remain a reasonable estimate, and that the analysis rests on a small sample and leaves out the economic activity a data center supports.
I do not need to settle that argument to draw the conclusion that matters for hiring. Whichever ratio you believe, the AI Growth Zones will generate demand in three distinct phases, each with a different labour market, and the largest and most immediate is the build.
Data center hiring in the AI Growth Zones and the skills each phase will need
Construction and mechanical and electrical delivery
Every campus in the zones needs the same people at the same stage. Electricians, mechanical fitters and pipefitters, high voltage authorised persons, controls and building management systems engineers, commissioning engineers and managers, project managers, quantity surveyors, planners and health and safety professionals. The difficulty is that these are the people the whole UK construction market is already short of.
Turner & Townsend's global construction market intelligence report, published on 4 August 2026 and covering 112 markets in 44 countries, found that every UK respondent reported shortages of qualified mechanical, electrical and plumbing workers. Labour availability has overtaken material inflation as the main driver of construction cost increases, and the firm forecasts UK construction cost inflation of 3.7% in 2026 and 4.2% in 2027. More than 70% of the markets surveyed said contractor capacity for data center work was tightening or already overstretched.
The zones do not get a separate labour market. CBRE's mid-year review of the UK data center market shows London delivering 373MW of new supply across 2025 and 2026, more than double the previous two years, with London still 83% of UK supply in the first quarter of 2026. Cambois, Bridgend, Bro Tathan and Chapelhall will be recruiting the same commissioning engineers and M&E supervisors that Slough and Hayes are recruiting, at the same time. Technical operations once the sites are live
From 2027 in Newport and 2028 at Cambois, the zones start to need permanent operations teams. Shift engineers, critical facilities technicians, building management systems and controls specialists, high voltage authorised persons, security, and the network and DCIM staff that AI halls need in greater numbers because of their density and liquid cooling.
The supply problem here is well documented. The Uptime Institute's 2026 Global Data Center Survey, published in July 2026 from more than 800 owners and operators, found that more than half struggle to find qualified candidates for open positions, and that staff turnover remains persistent because operators recruit from each other. A new campus in a region with no existing operator base cannot recruit its team from the site next door. It has to train one or bring one in. Our technical operations desk sees this already in the regions outside London, and the zones will multiply it.
Power, renewables and grid roles the zones add on top
The AI Growth Zones are unusual in how much energy infrastructure they carry. Lanarkshire plans more than 1GW of private-wire wind, solar and battery generation. Anglesey pairs a 349MW battery facility with the Wylfa reactors. Cambois sits on a former power station site with its own connection history. These schemes need grid connection engineers, high voltage design and protection engineers, battery storage specialists and, on Anglesey over the next decade, nuclear-qualified engineers.
These are people the data center sector has not traditionally employed directly, and they are already scarce in the utilities and renewables sectors the zones will draw them from. Where the local workforce in each zone will come from
The zones were chosen partly because they have industrial workforces to draw on, and this is where the opportunity is greatest for employers willing to train. Blyth and Cambois sit in a coastal energy economy with offshore wind, port and former power station skills. Bridgend's Ford engine plant closed in 2020 and left a large pool of skilled mechanical and electrical tradespeople and production engineers in the area. Lanarkshire has a long engineering heritage and an existing operator in DataVita. Anglesey has decades of nuclear operations and decommissioning experience around Wylfa and Trawsfynydd. Culham has the UK's fusion engineering base.
The national pipeline behind them is thinner than it should be. Skills England's 2026 annual report records a 40% decline in apprenticeship starts among young people over the past decade, and its response is a £625 million construction skills package aiming for up to 60,000 additional skilled construction workers, delivered through ten Construction Technical Excellence Colleges, one in each English region. Each zone has its own skills commitment as well, including the North East taskforce on jobs and skills, the Lanarkshire AI Innovation Park, and the university partnerships in both Welsh zones. Whether those turn into qualified people on site by 2027 depends on employers engaging with them now. What the AI Growth Zones mean if you hire for data centers
If you are a developer, operator, main contractor or M&E specialist with work in one of the zones, this is how I would read the evidence.
- Plan hiring against consent and financing milestones, not announcements. Cambois moved from outline to reserved matters in nine months. Lanarkshire closed its financing in August 2026. Those dates set the labour demand curve. Ministerial announcements do not.
- Expect to pay a regional premium for scarce disciplines. Commissioning, high voltage and controls specialists are in short supply nationally, and a site two hundred miles from the London cluster has to fund relocation, lodge allowances or rotational travel to attract them. - Use contract labour for the build peaks and hire permanent staff early for operations. The commissioning peak on a 72MW building is short and intense, and contract and freelance engineers are how most programmes staff it. Operations teams are the opposite. A lead shift engineer hired twelve months before energisation learns the site during commissioning and is far harder for a competitor to take.
- Start local pipelines during construction. The £5 million per zone, the business rate retention and the regional skills bodies exist to be used. Apprentices recruited in year one of a build are the operations technicians of year three.
- Recruit leadership before you need it. A site director, head of operations or programme director with prior campus delivery experience is the scarcest hire of all, and the zones will be competing for a few dozen such people across the UK. Executive search for those roles should start when the outline permission does.
What the AI Growth Zones mean if you work in data centers or want to
For engineers, technicians and construction professionals, the zones change geography more than anything else.
The clearest opportunity in the next two years is in construction and commissioning, in South Wales and the North East first, with Lanarkshire close behind. Electricians, mechanical trades, commissioning engineers and project professionals with data center or other mission-critical experience will find sustained work in regions that have had little of it, at rates that reflect the national shortage. If you are in offshore, nuclear, pharmaceutical, defence or heavy industry in those regions, your experience is transferable and employers know it.
Permanent operations roles arrive later, from 2027 in Newport and 2028 at Cambois on current schedules, and they will be fewer in number and higher in skill than the construction roles. Shift engineering, critical facilities and controls experience are the qualifications that matter, and the combination of high-density AI halls and liquid cooling means operators will value people who have worked on both power and mechanical systems. One practical point. Because the zones sit outside London, salaries will not automatically match London packages, but the cost of living difference is large and the competition for experienced people is real. It is reasonable to ask for relocation support, and for a clear route from a construction or commissioning contract to a permanent operations role on the same site.

By construction progress, the North East. The QTS campus at Cambois has outline permission, enabling works approval and reserved matters approval for its first phase, with opening due in 2028. By commercial commitments, South Wales, where Microsoft's Newport facility completes in January 2027 and Nebius has taken capacity at Vantage's CWL1 campus. Lanarkshire closed £300 million of financing in August 2026 and expects its first new facility to complete in 2026.
What is an AI data center?
An AI data center is a facility designed for training and running artificial intelligence models. It differs from a conventional data center in the density of computing in each rack, often 30kW and above, in the use of liquid cooling to remove the heat that density produces, and in the size of its power requirement, which is why the AI Growth Zones are organised around grid access and on-site generation.
Which government department runs the AI Growth Zones?
The Department for Science, Innovation and Technology ran the programme until it was abolished on 20 July 2026. Its functions moved to the Department for Business, Innovation, Science and Trade and the Cabinet Office, where Kanishka Narayan serves as Minister for Artificial Intelligence. The government has said it remains committed to the zones and that departmental responsibility will be confirmed in due course.
Do AI Growth Zones get automatic planning permission?
No. Every project still needs consent through the normal planning process, or through the Nationally Significant Infrastructure Projects route if the developer opts in and the Secretary of State agrees. Zone status brings a national planning support team, policy updates and grid coordination, not a consent.
When will the AI Growth Zone data centers open?
On current published schedules, DataVita's new Lanarkshire facility during 2026, Microsoft's Newport facility in January 2027, and the first QTS buildings at Cambois in 2028, with that campus complete by 2035. Culham has no published construction date and Trawsfynydd has no published plans yet.
What I would take from all of this
The AI Growth Zones are a real programme with real projects inside it, and also a programme whose delivery is running behind its announcements. Both things are true, and the second does not cancel the first. Cambois, Bro Tathan, Bridgend, Chapelhall and Newport are going to be built, and the people needed to build, commission and run them are the people the whole UK market is short of.
For employers, the practical response is to hire against the developer's programme rather than the government's, to pay for the disciplines that will not come cheaply, and to build local pipelines while the sites are still steelwork. For engineers, the zones offer a data center career outside London at a scale the UK regions have not had before, starting with construction and commissioning in South Wales and the North East.
